The close contacts with the Royal Navy maintained up to the time of the Washington Conference are evidenced by the similarities between the two Japanese carriers and HMS Furious, whose second reconstruction had been authorised in July 1920, the final design being submitted for approval in October 1921. These similarities are apparent in: the overall flush-deck configuration with ‘open’ bow and stern, the ship control spaces being located directly beneath the forward end of the flight deck; the adoption of separate flying-off decks in addition to the main landing-on deck; the double hangar with the lifts at either end; the British-style longitudinal arrester gear; and the horizontal funnel trunking adopted for Kaga.
